One thing to look for if your WIN 8.1 PC response times are slow, is to check CPU usage? And if so, what process is eating it up? WIN 8.1 has had a known faulty WIN update service running that can use up processor cycles unnecessarily, and unnecessarily slow response times. In fact, you can turn the service from auto to manual.

Another question is what browser you are using? Firefox, for instance, has had issues of memory leaks and high cpu usage, which has gotten progressively worse lately. I've experienced it with both extensions enabled or not, and appears to occur most often with Flash or Javascript based media content, though haven't been able to pinpoint the exact source. Apparently, neither has Mozilla developers? If this is the case, switch to another browser in the meantime.
