Just about all of the major cell service providers have no contract phones where you pay a nominal monthly fee, but Tracfone appears to be the best route for your situation. Used Tracfone as did my kids for years and never had any issue with keeping our numbers or adding minutes. My DW always had monthly plan as she does burn a lot of minutes monthly.
I would purchase a Tracfone once a year from HSN or QVC when it was their deal of the day and it would have a year of service and gobs of minutes included with triple minutes if we needed to add minutes which was rare. When year of service was over just purchased another from the shopping networks and easily transferred remaining minutes and phone number. Had cell service and new phone for under $100 that lasted a year, average of just over $8 per month.
Now have a non-contract phone that requires a $35 monthly payment to keep service active which isn't too bad, but rarely use half the minutes and data offered. Still have the Tracfone with plenty of minutes left and bring it along on our RVing trips as the darn thing often has better reception then our new cell phone.
