My wife and I were on Verizon at $79 per month for 400 minute Family Share plan. We NEVER used close to that amount. The best plan I found for people that do not use many minutes a month was Tracfone. They have a BYOP (Bring Your Own Phone) program for people with Verizon phones that are no longer on contract so we moved our phones and numbers over to Tracfone. We each liked the old "dumb" phones we had so that made sense to keep our phones and numbers. The BYOP program gives triple minutes for each card you buy and add. We are still on the Verizon network. Now I pay $20 (per phone) for 90 days and the 60 minutes triples to 180 minutes. Net result is less than $7 per month per phone.
The key with Tracfone is the days. Minutes will rollover IF you add another card before the end of the days.
You can buy a decent phone at Walmart for $20 or so.
I think the QVC deals mentioned earlier are a good deal since you get a new phone AND about 1200 minutes for a year for around $100.
Note, most Tracfones work on Verizon network but if you look for a phone with a model number that ends in G (for GSM network) then you will be on the AT&T network.
