A cellular connection transmits with more bandwidth than a POTS line. Long gone are the days of POTS being a switched copper connection between two parties. A modern cellular call only travels through two D<>A conversions (where sound quality / data can be lost), and that's at either handset.
A modern POTS call might make 6+ D<>A conversions along it's travels. In my enterprise, the few POTS lines we have make three D<>A conversions inside our network alone and who knows what the phone company does with it.
Amplifying a low fidelity signal does not improve it's fidelity.
