NOt specifically recommending but somethign like Trac Phone, it's a pay as you go (Pay in advance) service, you can buy a phone with limited mintues for less than 20 dollars US in many cases. then buy minutes in 10 or 20 or however many dollar blocks. as needed. .THIS is good for PHONE..
For Data. There are also pay in advance services.. However I can not recommend any of them at this time as frankly I have not enough info, I used Virgin Mobile for a while and was happy, but today I use my T-Mobile Smart phone and am...... Happier (4Glte v/s 3G for starters) you can get 3G/4G/4Glte pre-pays as well but be advised modern smart phones and computers are designed to eat data big time.
