No, anyone they had data on, customer or not.
I read that only one out of 4 people are not affected. I filed my taxes in a hurry before the hackers file it for me. One site ran a video of a real nice guy who was a victim of I.D. theft. He outlined the hell he went through for years before he could get it straightened out; this included special friskings at the airport, harrassed by debt collectors, and of course no credit for anything.
Apparently you can get some kind of letter from the FTC certifying what happened to you, and that you are you, and that keeps them at bay. If you go to Experian/scan, they will search the dark web for your private information and passwords. It takes a couple days for them to get back to you, but when they got back to me they found 4 different sites that had my passwords for them. None of them serious like banking. Of course, then they try to sell you credit monitoring.
