There is a reason MS is making it harder and harder to do things like this... to protect users from themselves. Don't disable Windows Updates. That is like saying lets all stop going to the dentist because the fluoride treatment may cause cancer or don't changing the oil on your cars because you are adding more oil into landfill or don't get vaccinations because they may cause Autism.
If you are concerned about bandwidth usage on Windows 8 o 10 on a Cell Hotspot, google "Metered WIFI". Setting it as a Metered Connection will "Pause" windows updates and other features that are bandwidth hungry to conserve usage on a slow or capped internet. When you get home or login at a Starbucks the updates will resume.
The important part is that updates are there to protect you, for the number of things they protect you from they very rarely ever cause new problems. Just like the anti-vaxers, one kid gets sick from a vaccine and they think there is a conspiracy. Updates do have issues from time to time but in real terms it is one in every 1000 and every update fixes 1 to a dozen critical flaws that could allow you to be hacked. You are of course entitled to do as you wish but ask yourself, do you want to prevent that one bad update over the life of your computer or protect yourself from 10,000 flaws that can be exploited.
This logic of course applies to all updates Adobe, Apple, Android etc.
