original programs from that 'ERA' are swf aka shockwave, not flv - flash video
swf is a programing language,
flv is a video format that allows for embedded links , and comments etc..
Adobe bought swf then added flv 'flash video' format ,then re-badged everything as 'Flash'
some programs have a line of program code that specifies the display size of that swf window
to change this you will have to decompile and edit that program
5 maybe six years ago i was doing quite a bit of that
as I was adapting swf apps and games for use on 'dumb/Feature' phones
replacing a built in currency exchange app or tip calculator
with a game
doing custom wallpaper apps with built in clocks etc.
this was before I switched to smart phones
not sure if there is a 'Player' program that will allow resizing
I suspect the OP is attempting to connect to a local network "appliance", sort of the same idea as connecting to a router via a local network address on your own network.
The "appliance" uses your browser just like a internet page and may require a specific browser version along with other supporting plugins like flash player.
I have personally run into this very issue with a router, I could connect via Win7 IE but all I could see was a blank page. I had to use a XP PC with an older version of IE in order to view the router setup pages correctly.
Messed up, that's for sure but it is a real possibility that the OPs "appliance" for power monitoring may not like the newer versions of browsers and or plugins.
It would be helpful if the OP could at least give the name and model of the power monitoring equipment they are trying to work with..
