Here's something to try "next time"
Get a USB to HDMI adapter for the phone and use it directly for watching movies, rather than as a hotspot to smart TV. Or enable screen share on your smart TV and connect the phone to it wirelessly (cast)
This will save a lot on your hotspot usage.
Not much you can do about getting throttled in a congested area, almost every campground is going to be that way.
You can set Netflix and Amazon to stream at lower quality which will save a lot of data.
