Hmm that's good to know. I put Serviio on, and it definitely does not require internet.
So now I have this, and it's working beautifully: TV antenna to receive --> Windows Media Center to schedule and record --> MCEBuddy to compress --> Serviio DLNA to serve videos --> Wireless USB-powered router to connect systems together, works on a 12V charger --> BubbleUPnP Android DLNA client to find the server and show the recordings --> MX Player to watch the recordings. Took some time to tweak the settings, but on the whole was a very easy experience. BubbleUP found the Serviio server automatically without having to configure IPs and ports.
I work in IT and for something to have worked so flawlessly out of the box is, well, kinda scary. I half expect it to blow up next week :B
