I use an Ohm meter along with a short cable with connectors and alligator clip.

Attach the cable to an outlet, attach the alligator clip between the core conductor and the shell nut. Go to other locations and use Ohm meter probing the center to the out side of the connector. You will see the short when you find the correct cable.
