Is it possible in theory - Yes
In reality will it work - probably not. Due to the low bandwidth at most RV places it will probably work between midnight and 6:00AM when most people are in bed. And in every RV campground you will have different results.

If you feel the need to have cameras rolling at your campsite during the day it would be wiser to pick better campgrounds to stay in rather than depending on campground Wifi as your "security system".
Not to mention your IP cameras will ALSO contribute to less than stellar Internet connections for ALL campers in the campground by using up limited bandwidth.. A rather selfish move on your part..
Some campgrounds also require you to use a password and or give them the MAC ADDRESS to each PC you want to use on the Wifi and when you log on you may even get a TOS to read and accept. This might make it more difficult for you to get IP cameras to connect to the WiFi.
So to recap, unless you are planning to use YOUR OWN CELLPHONE Wifi "HOT SPOT" which does not use campground Wifi I doubt you will have a lot of success..
Using the campground Wifi for this purpose just makes things worse for all..
