My mini from 2-yrs ago has 9.4gb used and 17.9gb available.
Periodically, I go through and delete apps that DH puts on his and it downloaded on mine. I'm using it right now as a HotSpot because our mifi device keeps rebooting, even with an outside Wilson antenna.
