Just got off the phone with Verizon. RvBill3 said it right. All they could say was "we have never seen this before. Please take the phone to an authorized Verizon store for evaluation." The tech guy said there should be no way for a pic to show up in caller Id that the receiving phone has not associated with the calling number previously. How a totally unrelated picture, that is on neither phone could show is was beyond his experience. Maybe the phone has been "hacked" or something, but it would be really strange for the person in the picture, who had never heard of the person with the receiving phone and vice-versa, to have hacked into that particular phone. I will post further when the person with the phone takes it in and see what happens.
