each cell site has 3 sectors alpha beta and gamma. the max amount of calls and still have max speed is 600 at any given time. if calls exceed that amount then it will run slower. over the last few years cell companies have increased their equipment in each cell site to increase the amount of calls. but the more they add the more people are getting more smart phones and increasing their data use. some of the new equipment can download as fast at 100meg a sec( during test calls) answer is to many phones and not band width to add more equipment to.
