I use Overdrive with WV Reads. I read on my wifi-only 14" HP Chromebook, which is so light and sturdy that I take it everywhere. Once I virtually open the book, I can read it offline even without wifi as long as I don't turn the machine off - I just close the lid. There is no hard drive in the Chromebook, so it must cache it.
There a some downsides to library versus buying with not all of a series available as TenOC mentioned. But, I have also been able to discover some wonderful new-to-me series, too.
Currently reading the Alan Bradley Flavia de Luce series and just finished the new Leaphorn and Chee books by Tony Hillerman's daughter - none of the books were on my radar as I have had little time to keep up with new releases.
