Every device needs power to it, and power from it back to the negative. You may have power there, but the return is somehow disconnected.
You have to measure with your meter from the center of the 12 V plug to a known good negative, and not just to the side of the 12 V plug. Run a long wire from the negative terminal to the plug and measure with your meter.
If that does not help, run the same long wire from the positive terminal to the center pin of the 12 volt plug.
One or the other should make it work, but you have to figure out which one.
