Why get the operating system (Windows) involved in something that is a web function that web browsers excel in doing, i.e. managing bookmarks or favorites, and do it more efficiently. It suggests a lack of understanding of the functions of their web browser.
It's all very effectively done at the top of my Chrome browser. Icons for frequently used apps with folders which drop down to lists of less frequently accessed URLs as seen in the screen clip below. All with just one click. But to each, his own.
Having a desktop shortcut to click on that opens the browser and automatically takes you to a desired site is quicker than first opening the browser and then clicking in the desired site. The shortcuts can even open different browsers for different sites when a given browser handles that site better than another.
