Why get the operating system (Windows) involved in something that is a web function that web browsers excel in doing, i.e. managing bookmarks or favorites, and do it more efficiently. It suggests a lack of understanding of the functions of their web browser.
It's all very effectively done at the top of my Chrome browser. Icons for frequently used apps with folders which drop down to lists of less frequently accessed URLs as seen in the screen clip below. All with just one click. But to each, his own.

Shortcuts on the desktop or bookmarks in the browser, they both work. I personally, use bookmarks within my browser but often setup shortcuts on the desktop when helping others.
