It depends on what phone you have. My cellphone, which is a Droid Razr, running Android JellyBean, when connected to 4G, can use data (hotspot) and the phone at the same time.
My phone is several years old so if you have a newer phone it probably can do it too.
I was using a USB dongle plugged in to a Cradlepoint router before the MiFi/Jetpack devices even existed but I stopped using that combo once I got the Droid Razr phone with the unlimited data plan.
As far as watching movies, my phone has an HDMI output that I can cable directly to my TV in order to stream movies from the phone using Netflix or other streaming services. If I turn on the phone's hotspot, we can have both our smart TVs connected and streaming separate movies and still have enough bandwidth for surfing the internet using the laptop.
Isn't modern technology wonderful? I sure don't miss the days when I used to tether my dumb phone to my laptop via USB cable and surf the web or check email at less than dialup speeds.
