I saw this a year or so ago. Basically its a code reader with a bluetooth connection to your phone. The fact that it connects to the phone is the only real difference. Yes it will read the codes and the folks that have developed the software may have made it somewhat more user friendly and the terminology may be simpler for non mechanics so from that perspective it is an upgrade over a basic unit for some folks.
Having either version of these types of tools is great in that they will guide you on what is really wrong with your vehicle.
I carry a basic one I got on Amazon for about $35 and it has paid for itself many times over, not only with my vehicles but for others.
