Non contact Voltmeter
I'm looking for a volt meter that I can use to check DC voltage without cutting into the wire. I know that there is one for AC,but,is there one for DC? Any suggestions?

I do the same thing YC does - use a straight pin to pierce the insulation to get to the voltage. If you're concerned about doing that, then either wrap the pinhole afterwards with electrical tape or measure at the end of the wire.
There is no way that I know of to measure voltage without contact (at least for voltages you're working with).
