You've never seen a no-contact DC voltmeter for a reason: the laws of physics prevent the method used to measure AC from working on DC.
But as others have pointed out, there is no need to cut any wire to measure voltage. A bud of mine sticks a safety pin through the wire and touches the probe to the pin. The two tiny holes in the insulation are usually no problem on a low voltage DC circuit, but if you worry about the 'lectric leakin' out, slap a hunk of electrical tape over 'em.
