The smart phone uses the Location (GPS) function, so no cell coverage is required. As already mentioned, Co-Pilot (and some other apps) doesn't use data, maps are pre-loaded on the phone.
I've just started using Co-Pilot and haven't done any long trips with it, but on the few test drives around town and a 50 mile trip, it worked perfectly--turns were announced and shown in plenty of time, highway exits nicely displayed. I'll continue to use it unless I find it's not adequate.
Also, I bought an inexpensive ($20) suction cup dash mount on Amazon.
