Outlook -- Storing all data on local PC not in Cloud ???

This "Old Dog" is trying it learn new tricks -- that is MS Outlook. I have been watching how-to video on the web, but I still have a question. I am thinking about changing from Thunderbird to Outlook...

I understand about the POP3 email. My question is about the CONTACTS. Are they also stored locally or are they stored on the server?

Are my contacts part of the email file or are they a in a different file?
