Don't use Paypals credit card, either. They will give you ABSOLUTELY NO help if ANYTHING goes wrong! Just ask me how I know...

Correct! If they simply "send money" the recipient will pay approx 4% in commissions.
OP needs to ask the sender to "send money to family or friends", which attracts very low or zero fees.

OR you can log into your Paypal account and click on the, "REQUEST MONEY," tap at the top of the page.
Then follow the directions from there.

They would log on to their Paypal account, click on send money, enter you email address enter amount and done. Check it out on your account.

They can do it by logging onto their paypal and select " send money" then they can enter your e-mail and the amount then press send.
Also you can send them an e-mail for your paypal account. Its called "request money"
