I suggest first reviewing what the PC will be used for. That will determine what you need to purchase. The needs for a email/browser PC are quite different from a gaming/workstation PC. Would portability be a nice-to-have? Laptops are increasing more common compared to fixed desktop/tower PCs.
Don't be afraid to look outside the Windows world. Microsoft has very clearly stated on their earnings calls for the past five years that their focus is on monetizing the user after the initial OS sale. That is why Win10 is bloated with so much extra garbage, all of which is trying to take a nibble from your wallet.
I am becoming increasingly enamored with Apple's Mac over Windows. Four Mac Mini's and two MacBook Pros around the house (but I am a techie and that is still a minority of machines). Linux has also really come into its own as a mainstream OS too. If the machine is to be used for email & web surfing, then a Linux PC may be the right ticket for reliability and minimizing vendor B.S. (read Microsoft).
As for the CD/DVD drive... Those are quickly going the way of floppy disk drives. Largely replaced by USB sticks for portable storage, streaming for audio/video, and quick downloads for large file transfers.
