You need to understand there are really two kinds of POI files. One uses the Garmin format, I know of no way to edit these files.
However most 3rd party POI files are actually spread-sheets (.CVS files) These can be edited in any spread-sheet program, and imported. As long as you save them as .CVS files.
POI-Factory is the #1 place.
That being said The Ultimate Public Campground web site has the most extensive public campground listing. They also deliver it in a format that allows you to remove all campgrounds that are hike/bike in only.
