This may be true, but if the "business" is a governmental entity, such as the State retirement agency from which I get a check, you don't have the option of finding an alternative supplier.
FWIW, unless things have changed recently PDFs sent by email are not considered secure documents, from a legal perspective, unless they are password-protected. Some firms are using online document signing services to avoid having to worry about sending, printing, signing, and returning documents.
