Mp4 is an AV container. You'll need some sort of video content, even just a still frame. Using H.264 or H.265 codec, or VP9 codec.
YouTube accepts two audio formats that I know of, mpeg 1 layer 3, aka mp3, and AAC.
Bitrate should be no less than 192 kilobits.
I would use ffmpeg to assemble the mp4 container, not sure if there's any graphical way to do it short of Adobe Premiere.
