Spooky Cursor

My windows 8 cursor all of a sudden got real spooky, wants to highlight everything, draws a dotted line around stuff, and even latches onto DT icons,....even my tool bars, and tries to move them all over the place. I'm sure its a feature, but can't even figure out what activates it.
What might have gotten changed to cause all this, in other words, how do I fix it ?
