Hi there... I will try and help (Certified Apple iOS tech)... the fact that the link blinks tells me that the digitizer (glass you touch) has recognized the input of your touch or pen but the app is not doing anything with the instruction. Reasons are numerous. You say you have rebooted... will you define that for me? Tell me your process of rebooting. It sounds like the problem is occurring in a web browser... are you using Safari? Chrome? Something else??? Does this happen only in web browser(s) or are touch inputs being ignored in other apps or system pages
