Get a puppy linux live CD (free), boot up on this disk and see if you can connect in Puppy (it has very easy to use wizards to help you). If you can, then you have a power setting that is throttling your wifi adapter, maybe even shutting it down completely. By using Puppy linux you are bypassing all the Windows files and are using just the hardware.
Just do a search for 'Puppy Linux' download the latest .iso (I like 5.2.8) and burn a cd, boot up from the CD.
