When you tether from your phone . . . unless that's the only thing you are using the phone for . . . it's impossible to know how much of your data usage is coming from the "hot spot/tether" bucket and how much was other usage.
Only the "hot spot/tether" data usage counts toward the 10GB. Remember that "hot spot" refers to both an independent physical hotspot (like a jetpack) or when the phone's hot spot feature is being used by another device.
Since Verizon doesn't separate the usage on a phone, it's hard to know how much data usage was applied to each "bucket".
