Wi-Fi Hotspot is a Verizon function, and yes they know how much is used via the built in onboard hot spot app
You are absolutely correct . . . but the cell providers are using many of the terms interchangeably now. Sometimes I think it is just to confuse people. The most misleading is the term "hotspot".
