I think it's sh1tty business practice, but it's the norm in the industry now, comcast does the same with cable TV since they went all digital, gone are the days of plugging in a "cable ready" TV and getting reception, now you need to pay $5/month per TV to rent a box.
Dish waived their receiver fees when I had their "America's everything plan", but that's been a number of years ago now, I guess they figured I was paying for their most expensive plan, they could "lose a few bucks", lol
