Don't know if you're right or wrong, am technicapped pretty much and just a 'user' of the end product.
Well, I suspect it is something to do with the heat, a fan, and a good thing. But I would also suspect it should come on when it heats up and then shut off when it cools. But this one comes on about every time I 'spin the mouse wheel' and then shut off immediately when the mouse wheel stops - so it's triggered by the mouse, which is generally more a 'game tool' - I'm guessing.
And right, middle of the road computer - that's what I bought for a middle of the road price. But am wondering about the fan as it seems odd to just come on for two or three seconds at a time then shuts off again. Don't want to defeat its purpose but the two / three seconds on would seem to accomplish nothing. I would expect a fan to actually 'fan' longer than that to cool any components.
If that's the way it operates, then fine - it just seems odd that short a run, as it never stays on longer than than, no matter how long I'm on the PC.
