If the TV comes wired for 12VDC and can be plugged into a 12V outlet it will have an internal regulator.
You are correct about the converter voltage. I run my converter & 15+ volts when off grid and my 120 volt with power supply in cord TVs have survived. Maybe it's because the wall wart is rated for 14 volts, not 12.
I have actually seen some TVs with in cord power supplies rated at 17 volts.
