I'm don't know exactly how Winegard does it for the SWM3, but from what I have observed with my SK3005, it searches until it finds a sat that it recognizes. I think that it will always be one of the Ku sats (101,110,119). Once identified, it knows where to find the 101, peaks the 101, and trims from there.
I suspect that either dish needs to see the 119 in order to set the slew, but that's only my speculation.
If that's how it's supposed to work, it appears that your unit isn't seeing something that it needs from one of the sats, thus it keeps searching.
I have seen my Anser do something similar when the 101 signal is low (probably due to an elevation error), but that's probably comparing apples and oranges. My best guess at this point is that for some reason (possibly hardware related), the initial signal strength might be low, so it keeps searching.
