If there is 12V at the fuse then you do have power. If you are able to watch TV you have power. Turn on your TV and then push the on/off button. When off your TV reception should go away and when on you should have reception. If you are trying to use your DVD you just need to follow my directions. I might simply be that your LED indicator light is burnt out.

When you say it doesn't power up, are you thinking of the red indicator?
The indicator comes on only when power is set to the antenna amplifier in the head. If there is a problem in coax or antenna head red LED will not come on. According to manual, as I said earlier disconnect the coax to the antenna and see if indicator comes on. Read my previous post and look at troubleshooting in the manual I linked.
From manual:
If power is being supplied to the control box and the light still does not go on when pushing the TV Antenna
Power Button, disconnect the coax from the jack labeled “From Antenna” on the back of the control box. If
the light now comes on, there is a short in your coax cable going to the outside antenna, or the amplifier in
your antenna is bad.

The box does not power up. From what I have read, I order to get reception from my antenna, the Wingard must be on?

So, power is not your issue. The signal from the VCC does not go to component. You select 3 or 4 and then do a channel scan on your TV allowing it to find analog channel 3 or 4 on the "air/TV" setting on your TV (same as watching OTA TV). That's where the signal from. You turn your TV to channel 3 or 4 and watch your DVD that way. It won't be HD but it will still be a good picture.

Also, when checking the fuse, there is 12 v at the fuse.

I do not have any tv reception from my antenna. My coach is a 2007 Monaco and the DVD player is part of the radio. When I change the Wingard to DVD, there is no picture, just sound. When attempting to play the DVD, I set the tv to component 1. However, the Wingard has a modulator for channel 3 or 4. Not sure what that is for.

Is it important to wire the Wingard directly to a 12 volt or can I use a system that plugs into an outlet? Thanks again.

As Bobbo says, are you certain there is 12V power at the plug that goes into the back of the controller? Since you checked the fuse, is there 12V at the fuse? I also don't believe you have yet said what's not working. Suppose the LED light could be burnt but everything else OK.

Start by disconnecting the antenna coaxial cable on the back of the video switch. If the light comes on problem is in coax or antenna head.
If the light comes on, reconnect the coaxial cable, go up to antenna head and disconnect the coaxial cable. If light comes on, problem is in the antenna head. Probably the amplifier. New head time!
If the light does not come on after disconnecting coaxial cable at the video switch, it could be an incoming 12 volt DV problem. You will need some type of 12 volt test light or meter to start tracing the power.
After setting the problem is more likely to be water got into the antenna head and shorted out the circuit board then a bad power connector.
