Yes it certainly does, it's par of AT&T's effort to connect your vehicle and provide services like lock unlock (as mentioned), etc...
Sorry but your incorrect, the mobley can't do any of that,its just a hotspot. It even says so in the manual, it is only pulling power from the car port, it can't read codes or anything.
This is exactly what ZTE says about it.
The ZTE Mobley has no telematics interface with the OBD port and it cannot access any other pins outside of the power supply. Utilizing the OBD port delivers a semi-permanent solution that provides a more embedded Connected Car experience.
