3 possible causes
1: Non-proportional trailer brake controller,, UPGRADE
2: Improperly set GAIN on a proportional controller.. Adjust.
3: Rusty drum faces.. Driving should fix but if after 3 or 4 stops (Gentle stops) you still have the symptoms this one drops to like 300 on the list.
