An odd case, admittedly, would be if a seal has failed and some grease has gotten onto the braking surface. Like many, I thought this would make the brakes slippery, but some threads I recently read about adjusting and cleaning trailer (magnetic) breaks said the petroleum on a brake would make it stutter. It might be worth taking a hub off just to see how they are. just my $.02
