I however would not dig to use my tote. but to make a week or weekend easier to get in and out I'll do it. The only time i didn't my wife twisted an ankle stepping off the steps. I had close to a foot of boards on the curb side tires and way to many under the tongue jack!
Becareful where you walk no matter where you are! And yes I fill the spot back in, the next guy will thank me for the loose dirt!
In 16 years of full-timing including public parks, we've never had to dig a hole.
If you dig and fill it in, that ground is soft and the next RVers could have issues. RVs rarely park in the exact same spot so if you're thinking he doesn't have to work as hard to re-dig, that's not the case.
If your steps are too high, many people carry a homemade box or there are platforms you can purchase to make it easier to enter.
Digging holes is completely unnecessary.
