No need to be rude. Not everyone has a driver's license or carries a picture ID with them.
If you have a driver's license then no additional form of ID is necessary. If you find someone else's wallet I would agree to take it to the local PD. I found a wallet a few years ago but it was someone who lived in my town so I just drove it to their house. If you want to try and call them you can sometimes do a search by name and/or address on anywho.com. It used to work great but now some other websites have blocked access and you have to pay to get info (illegal IMHO because it's public info).
