Maybe this will clarify dual billing.
From direct TV website:
1. The federal law does not allow DNS programming authorized for a mobile vehicle to be viewed on receivers located in your permanent residence. If you have, or plan to have, receivers in both your home and mobile vehicle, you must have a separate DIRECTV account for each location. 2
