Because it weighs more, not because it can carry less. And because the measuring stick used to determine taxable weight hasn’t changed. The only thing changed is people who used to be ignorant of this just rolled on happily. Now the folks who are ignorant have the internet to give them a bunch of information that they are apparently incapable of processing.
