Common Courtesy and Common Sense SHOULD be all that's needed. Unfortunately, both are becoming increasingly rare in today's world.
I'm sitting in my office with several poop bags in my pocket, as I never leave the coach without at least a couple of them. I'll bag my dog's waste even if we're in a wooded section of the CG where nobody will ever step.
AND... I'll not hesitate to call a pig out, if I see them walk away from their dog's pile.
The only thing that frustrates me as much is when some lazy-a$$ parent sends their 60lb child out with their 90lb dog and no bags. I'll walk by them with my "attach chihuahua" and all hell will break loose. A number of times, either the kid was knocked down by his own dog, or the dog just broke free.......
