Even with "free parking" you have some challenges. With a house you have 4 to 6 inches of wall insulation, RV has 2 at best, house 6 to 12 inches in cieling/roof, RV maybe 4, and house floor 6" , RV maybe 1/2". A four seasons, or arctic package , something with an enclosed underbelly is a start. The enclosed belly and a section of duct going through it helps keep pipes and tanks from freezing but only if the furnace is running, and those are very propane hungry. Most in rv's tend to heat as much as possible with a little buddy or if available electric space heaters also.
You will have to run a garden hose to their house and it will have to be insulated and heated, there are heat tapes you can use for that. For the waste you first need to know if they are on a septic tank, or a city sewer system. If septic, there is a cleanout port on the buried tank that you can access, if city sewer you have to be able to tap the line, and chances are that your trailer will be in the back yard and the line will leave the house in the front yard, so depending on construction this could get expensive and complicated. You also have to keep that line from freezing up.
Also if the inlaws are in a city or town , check local ordinances, is a connected rv allowed? One nosey neighbor can cause a wide range of headaches.
Skirting would be needed, hay bales are an old tried and true method but there are manufactured products too.
There are articles online as well as you tube vids of folks doing it and how they do it, but research it well, because trying to change it in mid winter would be a pain.
