FEDowner is correct, a cig lighter is just a heating element. 8v will work (a bit slower than 12v) and 16v will (quickly) as well. Once the element heats up, it releases itself and disconnects, so no harm no foul. And a cig lighter is only an occasional load, so it's not going to affect the "balance" of the multiple batteries in any significant way.

Another possible option: On a 48V golf cart, are the lights 12V? How about a radio? If so, you could also pic up 12VDC at the feed for one of those.

Run it off of 8 volts (one battery) and it will take a while to heat up or run it off of 16V (two batteries) and it will heat up twice as fast. It's just a heating element and doesn't care about the voltage.

I would put a screw into the lead connector in the middle of the second battery from the grounded negative terminal. You need six cells to get 12V so four in the first battery and two in the next.

A reducer converter like this one is what my Son-in-Laws father used to put in a 12 Volt radio and a Port to plug in phone chargers in his 48 volt Golf Cart.

Look for a dc/dc voltage converter and tap your whole bank so as to keep it balanced. You must be running a 48 volt Club Car? You would probably need an 80 down to 12.x or 13.x model. It will depend on what your charger is putting out but it could hit 58.xx depending on the charge profile. My 48 volt Lester cart charger regularly hits 61 volts. Before I would buy anything get a digital meter and monitor a charge cycle and see what the top voltage is before going into float. If the charge voltage stays under 60 than a 60 to 13.x model may be ok but 80 to 13.x will have you covered no matter what with some margin. If it's set up with Trojans it will probably see a daily charge of 59.2 and an equalize of 62 volts.

You may be able to look at your owners manual for the battery charger specs or get a model number off it to see what max voltage is. As Boon Docker also said, what are you going to power? Need proper amperage. Lighter socket is usually only 15 amps or so but.....
